It is better to make a lot of researches for developing the fees applications on the roads for moderanizations systems.

In recent times there has been a push to raise revenues and fight congestion by adding toll areas to HOV lanes. Although the lanes then might move faster, it will allow those with the most means to have an easier commute,and place a burden on those who might not have the disposable income to add on top of what is being spent on gas. If a toll is to be added to the roadway system, it would be more productive to charge the low occupancy vehicles. Maybe then, when the commute gets even tougher, drivers will think more seriously about carpooling.

It also must be said that Public Transportation should be made more far reaching and affordable if we want increased ridership.

The question is miss-worded. Tolls are not the "best" way to pay for transportation facilities. But, they are a good, appropriate financing tool from a toolbox of several methods of financing transportation facilities. The current funding shortfall for transportation facilites cannot be filled with only tolls. Consideration and use of a multitude of financing options will be required, including higher gas taxes and tolls.

I believe that in regards to mass transportation - ie commuter rails the cost of construction should not be put on the taxpayers. Infrastructure such as roads are public use and that is what we pay taxes for - that should be open to everybody. Mass transportation should be explored more thoroughly - we should take are cues from Europe and adopt cheap fast mass transit trains - that is something that I, as a taxpayer would be willing to pay for. However, the inefficiency of governmennt leads me to believe that a reliable, faster, cheaper mass transit system would be achieved faster through the private sector.

We have plenty of money from users to take care of the roads and build new ones - all with out costly bond measures. The problem is that most of the use fees (gas taxes) go to non-road uses (education, welfare, subsidized busing, subsidized rail, foreign aid, travel for politicians and bureaucrats).
