Introduction: Amtrak intends to accept Letters of Interest (LOI) for this solicitation which is an American Recovery and Reinvestment Act Project. Responses are to include qualification information that is requested/stated below. Amtrak, at its sole discretion and without discussion, will determine which firms are to be added to its bid list. Only interested Contractors that can meet the minimum qualifications listed below should e-mail a Letter of Interest on company letterhead indicating the qualifications stated below to:

Description: Amtrak desires to install a fiber optic cable between Kalamazoo, MI and Porter, IN for the purpose of modernizing the method of communicating with certain railroad control points and facilities. This construction spans approximately 98 miles on Amtrak’s right of way. The cable will plowed in and breakout at 156 locations along its length.
The construction is to be complete by February 17, 2011.
Qualification: Qualification will be based on demonstration of:
- Comparable GC project experience with $2M-5M projects
- Qualified list of experienced construction personnel
- Approved QA/QC program
- Relative experience in buried fiber optic cable installations
- Financial resources/capability
- Qualified safety program and proven safety record
- Minimum 5 years relevant fiber optic cable installation experience
Please limit letters with brief narratives addressing the above qualifications to no more than five (5) pages + cover letter.
Letters of Interest and accompanying correspondence must be received at Amtrak by close of business (5:00 PM EDT) Thursday, July 16, 2009. It is anticipated that a Bid Solicitation will be issued during the third CY Quarter of 2009 and that a contract will be awarded in the fourth CY Quarter of 2009.
