ADVERTISEMENT FOR BIDS
MIAMI-DADE COUNTY, FLORIDA

On November 15, 2007, the South Florida Water Management District (SFWMD) Governing Board issued a 20-Year Water Use Permit to the Miami-Dade Water and Sewer Department (WASD). An essential provision of the Permit was WASD’s implementation of a number of water supply alternatives to meet the present and future water needs of Miami-Dade County, Florida while protecting natural resources. This project is one in a series of capital improvement projects under the 20-Year Water Use Permit. Bids will be received at the Le Jeune Office Building of the Miami-Dade Water and Sewer Department, located at 3575 South Le Jeune Road, Miami, Florida 33146. The mailing address of the Miami‑Dade Water and Sewer Department is P.O. Box 330316, Miami, Florida 33233‑0316.

The next project to be bid around November 2009 is the following:

SOUTH MIAMI HEIGHTS WATER TREATMENT PLANT
CONTRACT NO. W-855(A)

This project consists of furnishing all materials, labor, and equipment necessary to construct a Reverse Osmosis water treatment plant including, but not limited to, a Pre-treatment Chemical Facility; Strainers; Membrane Process / Administration Building; Post Treatment Chemical Building; Desgasifier/Contact Basin; Entrance Guard House; Transfer Pump Station Building; Electrical Power Vault; generators and fuel tanks; meter vaults; tanks, including scavenger tank; wells complete with wellheads; pumps; control valves; connections to existing raw water mains; Backwash Waste Equalization (Concentrate) Pump Station; pond;  pumps; yard piping; demolition and removal of existing structures and on-site piping; clearing and grubbing, excavation and providing suitable fill material; constructing an Electrical Switchgear Building, to power the proposed plant and an adjacent high service pump station, including motor control centers (MCC), transformers, electrical switchgear, control panels, lighting panels, and electrical equipment; instrumentation and control system for hydrofluosilicic acid system, sodium hydroxide system, sodium hypochlorite system, reverse osmosis cleaning system, low/pH cleaning system, high pH cleaning system, UF sodium hypochlorite pump and ultra filtration backwash system; landscaping; constructing a bridge crane; plumbing and air conditioning; fencing; paving; signage; landscaping; painting and coating; debris removal and all other appurtenant and miscellaneous items and work for a completely, functional, and satisfactory installation of the project to be located at 11800 S.W. 208 Street, in Miami-Dade County, Florida  33177.

The construction cost for this project is estimated at about $83,000,000.

The construction period is approximately 1100 consecutive calendar days.

GENERAL BID REQUIREMENTS

Each Bid Proposal must be accompa­nied by a bid security in an amount not less than five percent (5%) of the total bid. The bid security can be in the Prescribed Bid Bond form supplied to the Bidder by the Department, which shall be executed by the Bidder and a qualified Surety, satisfactory and payable to the Miami-Dade Water and Sewer Department.  The bid security can also be in the form of a certified check or cashier's check on a solvent national or state bank. The successful contractor must execute one hundred (100%) Surety Performance and Payment Bond.  Before entering into a contract with the County, contractors must register and acquire a Vendor Identification Number (VIN). Any bid that is not accompanied by a bid security shall be considered non-responsive.

No bidder may withdraw his/her bid within 120 days from bid opening date.

LICENSING REQUIREMENTS AND INFORMATION

One of the following licenses is required: State General Contractor, General Engineering Contractor, and/or other categories as applicable by Chapter 489 of the Florida Statutes, or Chapter 10 of the Miami-Dade County, Florida Code.

Miami-Dade County currently offers the Public Works Engineering License exam on a monthly basis.
