Amtrak Request for General Contractor Letter of Interest:
Conduit System Construction and Purchase/Installation of High Voltage Cable between Metuchen Step-Up Substation and Edison Switching Structures in Edison, NJ

Introduction: Amtrak intends to accept Letters of Interest for this solicitation. Amtrak, at its sole discretion and
without discussion, will determine which firms are to be added to its bid list.  Interested contractors that can meet the minimum qualifications listed below, should forward a Letter of Interest which demonstrates that they meet the minimum qualifications on company letterhead; forward in PDF Format via email to:

Description:  In order to improve the flexibility and reliability of the electrification high voltage transmission system, Amtrak recently completed the design work for the addition of two new cable circuits between Metuchen Frequency Converter Step-up Station and the Switching structure at Edison taps.  The two new cable circuits will run a distance of about 1.5 miles and are in addition to the two aerial transmission circuits currently in service.  The conduit system will follow the same routing as the aerial circuits.  This “Request for General Contractor Letter of Interest” is for the installation of Amtrak’s two proposed high voltage transmission cable circuits. The project includes building a new conduit system, and purchasing and installing a new 138 kV solid dielectric cable. The new conduit system consists of twelve (12) concrete-encased 6-inch conduits and associated hand holes, manholes, splicing chambers and other ancillary devices. The cable portion of the project includes the complete purchase, staging, and installation of the cable, cable splices, and cable terminations.

Amtrak will issue a Request for Proposal to solicit proposals to construct a new conduit system and furnish and install a two single-phase circuits consisting of two (2) legs each of 1000 MCM, 161kV solid dielectric cable, cable joints and terminations. The circuit length will be approximately 7,400 feet (with four runs equal to approximately 29,600 feet of cable) requiring approximately 36 joints (splices) and eight cable terminations. Amtrak will specify the cable, cable joints, and cable terminations, along with a list of technically acceptable manufacturers.

Interested firms must outline their qualifications to include a related statement to briefly demonstrate how their firm meets or exceeds the Minimum Qualifications indicated below.

MINIMUM QUALIFICATIONS:

  1. Be a regionally recognized firm within the industry. For example, recent listing in Engineering News Record’s (ENR) top ranked firms.
  2. Have the resources and capability to efficiently and effectively manage and execute the construction activities, within scope, schedule and budget.
  3. Have successfully performed or played a major role in the performance of five (5) comparable complex projects, exceeding $8 million within the last five (5) years.  Identify and describe the five (5) projects and provide current contact information from those clients that can attest and confirm your firm’s involvement and participation in those projects.  Note:  The projects identified should clearly demonstrate a proven record of successful performance with projects of comparable size, complexity, dollar value, and which required completion within stringent schedule timeframes.
  4. Possess relevant railroad and transportation-related construction experience, particularly on high voltage transmission cable construction projects.  Identify and describe in detail any specific railroad and transportation related experience your firm has been involved within the past five (5) years. Provide current contact information from clients that can attest to your firm’s involvement and participation in such projects.
  5. Firm must have an appropriate in-house, in-place QA / QC Program and Safety Program and provide evidence of a safety record over the past five (5) years that is acceptable to Amtrak.
  6. Firms must identify the key person they propose to use for this project and a resume of his/her qualifications.  The key person must demonstrate at a minimum the requisite education, qualifications, and experience that qualifies him/her to perform the work required.
  7. Identify your firm’s internal capability to manage performance of the Work described and provide details as to how much and which types of the work will be self-performed and how much and which type work will be subcontracted.
  8. Describe your firm’s ability to credibly document and report on projects and performance.
  9. Provide evidence of your firm’s financial resources capability, to undertake a project of this magnitude.
  10. Describe your firm’s capability to provide the necessary in-house organization and experienced resources to plan, schedule, execute and complete the project within 12 months from NTP.

Letters of Interest must be received via E-Mail by COB (2:00 PM EST) no later than November 13, 2009.  It is anticipated that a Solicitation for this procurement will be issued during the fourth quarter of 2009.
