INVITATION NO. 090240

BLUE PLAINS TUNNEL SITE PREPARATION

The District of Columbia Water and Sewer Authority is soliciting bids for Invitation No. 090240:  Blue Plains Tunnel Site Preparation.

The following listing enumerates the major items of work included in this contract:

  • Purging 12 digester tanks and connecting galleries including cleaning and disposal of their contents.
  • Demolition and removal of 12 digester tanks each being 84 feet in diameter and their connecting galleries including all electrical and mechanical equipment.
  • Demolition of gas control houses.
  • Demolition and removal of 66 foot diameter gas holder tank.
  • Demolition and removal of 50 foot diameter gas holder sphere.
  • Backfilling, grading and site restoration.
  • Demolition of all equipment including electrical, instrumentation, HVAC, mechanical, piping, utilities located in the facilities to be completely demolished or on the site such as galleries, control houses, digester tanks, etc. including all foundations.
  • Improvements to existing road and entrance facilities including new guard house.

The project requires completion within 510 consecutive calendar days.

This project is estimated to cost between $25,000,000 and $30,000,000.

Bid Opening Date is December 2, 2009.

This project maybe be funded in part by the U. S. Environmental Protection Agency (EPA) and is to be advertised in the open market.  A Fair Share Objective for Minority and Women’s Business Enterprises participation in this work of 32% and 6%, respectively, has been established.  The program requirements are fully defined in USEPA’s Participation by Disadvantaged Enterprises in Procurement under EPA Financial Assistant Agreements – May 27, 2008.

The Davis-Bacon wage determinations shall apply.

DCWASA Owner Controlled Insurance Program will provide insurance.

Bid documents are available at the Department of Procurement, 5000 Overlook Avenue, SW, Washington, DC 20032.  Sets of Bidding Documents can be procured for a non-refundable $100 purchase price each, payable to DC Water and Sewer Authority.  Payment must be in the form of a money order, certified check or a company check.  Documents can be shipped to Bidders providing a Federal Express account number.

The DC WASA Blue Plains Advanced Wastewater Treatment Plant is a secured facility.  Persons intending to pick-up Bidding Documents are to contact the Department of Procurement at 202‑787‑2020 for access authorization.
