International players often bring a great deal of expertise to international markets, but they inherently lack the local knowledge of business practices, codes, standards, labor, product availability and specialty contractors. International markets are a compelling source of new business, but what is the best way to approach them? This panel will explore the differences between seeking business in mature economies vs. developing ones as well as where the barriers to entry and risks are untenable. Experts will discuss when it is best to take advantage of an opportunity by bringing project financing and when it is best to send staff members to live in the target market countries to study the culture and language and make contacts. Breakout Session I: Public-Private Partnerships (“PPP”) and Alternative Financing of Infrastructure Projects
Private financing of public infrastructure—particularly in fast growing transportation, energy and environmental sectors—is to some a necessary evil, to others an innovative solution and to most, a subject that needs to be better understood. The approach may be familiar in some global markets, but in others, such as the U.S., where public taxes and centralized trust funds have traditionally been the financing backbone, the paradigm is changing fast. Shifting economics are affecting the government’s ability to commit funding on a long-term basis, yet population changes and climatic impacts are making the need for capital improvement and expansion of facilities greater than ever.  How will a private-sector, market-driven approach affect infrastructure finance and construction? What are the debates shaping up in the U.S. and elsewhere? Where are successful strategies now in use and what lessons are being learned for the future? Government and private experts in Public-Private Partnerships (PPP) will discuss the strategies, risks and rewards of this approach.

Breakout Session III: Global Case Studies: The Rise of Renewable Energy Projects
Concern about climate change is driving the conclusion that our dependence on fossil fuels for electricity, transportation and other energy needs must come to an end. Government subsidies and tax credits are encouraging construction of new powerplants fueled by solar thermal, photovoltaic, geothermal, wind and even ocean energy throughout the world. Other projects are aimed at producing transportation fuels from ethanol, palm oil and waste cooking oils. Led by wind farms, renewable-energy power developments are approaching the point where they can compete with fossil fuels without government support. This panel will present projects from a variety of energy sources in a several different countries. Experts will discuss how the rise of renewables will depend on how we balance technology, environmental protection and ethics to develop the needed projects.

Breakout Session IV: An Outlook on India’s Construction Market
India’s construction market is one of the fastest growing in the world. The country has plans to spend up to $100 billion a year on infrastructure by 2010. About 30% of ENR’s top international contractors and top international design firms do work there.  The lack of adequate infrastructure, however, is cited as a key inhibitor to growth. The government’s increasing use of public private partnerships to build India’s infrastructure presents challenges but also creates enormous opportunity for multinationals in a country previously guarded by protectionist policies.  If successful, these partnerships will lead to tremendous growth across all levels of industry — more diverse construction needs, more scalable product manufacturers and a more demanding consumer culture. This session will focus on the infrastructure projects that are the key to driving India’s growth.

Breakout Session V: Greening the Desert – The Green Building Movement in Middle East  
Green building is moving around the world at an ever expanding rate. It can be found not only in Asia, Europe and the U.S., but now is seen as the key driver in the Middle East. In the United Emirates and in particular in Dubai, policies and mandates for green are being established daily. Green Building Councils are beginning to emerge in this part of the world, and all new construction in Dubai is mandated to be green as of January 1, 2008. This session will highlight green building projects in the Middle East, including features unique to the desert climate and other constraints. It will also provide information on policies and regulatory agendas that will encourage growth of green building in this region.

Breakout Session VI: Doing Business in the U.S. – Perspectives from International and Local Players
The United States construction market is the largest in the world. At more than one trillion dollars, it comprises 28% of world construction activity. Economic trends point to sustained growth in the U.S. domestic construction market into the next decade. One of the trends identified as a constraint on this growth is the shortage of skilled, well capitalized general contracting firms to perform the available work. Any outside contracting organization contemplating penetrating the U.S. construction industry would be well served to start by establishing a good understanding of its dynamics. In this session, experts will supply the audience with crucial knowledge on different fronts of a successful venture, including legal, insurance, financial, and project management.
