Keynote Presentation - Transforming China’s Airport Infrastructure

China has experienced a boom in airport construction. Forty-seven new airports have been built since 1990, and 90 airports were upgraded or expanded. China plans to spend another RMB 140 billion on airport construction during the next five years. That will bring the number of airports to 186. Airport operations will also be modernized by adopting advanced technology and good management practices. This session will explore the progress made and lay out the work that is yet to be done.

Keynote Speaker: Wang Zhiqing, Deputy Director-general, Planning & Development Dept of CAAC

09:30 - 10:45

General Session I - Earth-Friendly Airports

Creating an energy-efficient, sustainable airport is not only good for the environment, but can cut costs over the long run. From green roofs and solar panels to clean-burning airport equipment, centralized energy plants and eco-friendly pavement, the aviation industry is quickly learning new ways to mitigate the pollution from jet fuel and other sources. Learn more about how an airport, like a city, can streamline its operations and costs, serve the public, and minimize its contribution to global warming all at the same time.

Moderator: Jan Tuchman, ENR Editor-in-Chief

Speakers:
Paul Johnson, Global Business Leader for Environmental Consulting, Arup Group Ltd.
George P. Vittas, P.E., Senior Vice President, AECOM Global Aviation
Wang Jian, Secretary-general, China Civil Airport Association
Roderick Wille, Senior Vice President, Turner Construction
10:45 - 11:00 Networking Break
11:00 - 12:15

General Session II - Security by Design

Every airport official knows that there are two distinct eras in aviation: pre-9/11 and post-911. While anti-terrorism was an issue even before 2001, it now influences everything.  In this session experts will discuss the latest in security hardening efforts for airport facilities—from the airport connector road to the lobby, from the baggage room to the cargo hold, at checkpoints, in baggage and on the plane. Detection technologies — and threats — are continually evolving. The former includes biometrics, surveillance tools and infrastructure design. How can airport officials take advantage of these technologies while keeping their operations as cost-effective as possible? Learn from a cross-section of airport and security experts about how they strike a balance between “hardening” their facilities and creating a sense of security yet maintaining efficiency and user-friendliness.

Moderator: Aileen Cho, ENR Transportation Editor

Speakers:
Daniel Goh, Managing Director Asia Pacific, L3 Communications Security and Detection Systems
Andy Smith, Solutions Executive, Bentley Systems Inc.
Xu Zhenzhong, Vice President, Capital Airports Aviation Security Co.
12:15 - 14:00

Lunch

14:00 - 15:30 Breakout I -
“Wired” Airports: Best practices in Information Technology for Airport Design and Construction

This is the age of worldwide flight routes and the World Wide Web. In a high-tech generation, airport travelers want to stay plugged in, logged on and up-to-date as much as possible. What do these customer demands require of an airport's infrastructure? How do radio frequency tags, biometrics, fiber optic networks and intelligent communications systems fit into the design and functions of a terminal? Our panel will keep you wired to the latest and greatest in high-tech airport needs.

Moderator: Aileen Cho, ENR Transportation Editor
Speakers:
Jeffrey Scheferman, President, HAS Development Corporation
Li Xiang, Vice President, TravelSky Technology Limited

Breakout II - Air Traffic Control Technologies to Benefit China and its Airports

Double-digit growth in air traffic projected for China during the next decade demands the newest in technologies and procedures to help airports cope. This session will look at Automatic Dependent Surveillance-Broadcast (ADS-B), a system that combines aircraft transponders and satellite navigation to allow planes to report their own position. It will also discuss the use of Required Navigational Performance, which is becoming an important tool in the quest to safely increase the number of planes that can occupy a given amount of airspace.

Moderator: Bradley Perrett, Asia Pacific Bureau Chief, AVIATION WEEK
Speakers:
Celia Fu Fremberg, Senior Program Manager, The Mitre Corporation
Steve Fulton, Chief Technology Officer, Naverus Inc.
Wu Zhijun, Professor, Civil Aviation University of China

15:30 - 15:45 Networking Break
15:45 - 17:00

General Session III –
Modernizing Small and Medium Size Airports: Case Studies on Best Practices in China and Abroad

Smaller airports worldwide have big challenges. They have the same infrastructure needs and customer service issues as larger airports, but often have less space and much tighter budgets. Find out how Chinese airports can learn from small and medium-sized facilities on striking a balance by building terminals that are up to date and customer friendly while keeping costs for airline tenants down to earth. This session will include a discussion of alternative funding sources that can help keep small airports functional and profitable. And it will also talk about how airport-related development is a driver for change in the growth and development of cities in China.

Moderator: Janice Tuchman, ENR Editor-in-Chief

William Fife, Director of Aviation, DMJM-Harris
Gregory A. Yager, VP & Director of Urban Design, RTKL
Zhang Hongbin, Assistant Director, Expansion Office, China West Airport Group
