| 8:30 AM – 10:00 AM | Compliance and Integrity in the Construction Industry—the New Paradigm A workshop presented by Peckar & Abramson, P.C. This workshop will examine the change needed to build efficiently and successfully in a global environment. In the past two decades government regulation, oversight, and investigation of contractor “integrity” and “compliance” has increased dramatically, aided by government’s access to electronic records and computer analysis. Virtually every government agency now has either an Inspector General or a Compliance Officer whose job it is to find and redress perceived violations of policies and law. As a result, contractors regularly read about prosecutions of government employees and contractors for conduct that once was “normal” and is now deemed criminal. And, they also read about contractors settling government claims for tens of millions of dollars, debarments and forfeitures. Many major private corporations are themselves mirroring this change with the use of private inspector generals and consultants to assure that there is no corruption on their projects. Contractors must respond to this new paradigm with their own efforts to assure that they operate within the regulations and the laws with their own pro-active compliance programs—programs that work, not just serve as window dressing. In this workshop the Regulatory Compliance/ Governmental Relations Group of Peckar & Abramson, P.C. will explain the underlying regulations and statutes as well as the case histories of investigations and prosecutions that have affected construction contractors and then lead participants through a workshop exercise establishing a model compliance program.
