ENR Top 400 Contractors


The Top 400 Contractors list, published annually in May, ranks the 400 largest general contractors, both publicly and privately held, based on construction contracting-specific revenue. Gary Tulacz, Engineering News-Record’s Senior Editor and manager of the ENR Top Lists for more than 20 years, and a panel of executives from the largest general contracting firms, will discuss the results of the 2013 Top 400 survey and where they see opportunities for future business.

Paul Bonington is vice president of sales for McGraw-Hill Construction's media, a portfolio that includes Architectural Record, Engineering News-Record, GreenSource, Constructor, and the Regional Construction Publication brands. In this role he develops and manages the MHC media sales organization; and he drives transformation of the media business to an integrated service model which leverages MHC's research and information services, and optimizes digital, print and events delivery platforms for customers.
Prior to joining McGraw-Hill, Paul was vice president, worldwide marketing & product management for Globix Corporation, a data center and Internet service provider specializing in Web hosting, streaming media, and high-speed Internet access for enterprise customers in the U.S. and Europe.
From 1994 to 1998, Paul was senior vice president, group publisher for Mecklermedia, publisher of Internet World, Web Week, and Internet.com, and producer of the Internet World and ISPCon trade shows. At Mecklermedia Paul launched five media brands online and in print and championed the emerging need for media companies to adopt an integrated approach to the delivery of content and marketing services.
Prior to Mecklermedia Paul was director of national accounts for the International Data Group, publishers of Computerworld, CIO, PC World, MacWorld, and Network World, where he managed corporate accounts for IDG's media network. Paul has also held media sales and sales management positions with Fairchild, Penton, and Ziff-Davis publishing companies.
Throughout his career, Paul has been a leader, spokesperson, and advocate for driving Internet and digital transformation in the media and information markets. Paul earned a New York State Regents Scholarship and attended SUNY College at Oneonta, where he earned a B.S. degree in Business Economics and European History.

Jim Donaghy
Executive Chairman

James K. (Jim) Donaghy is executive chairman of the Structure Tone organization, a $3.0 billion construction services firm headquartered in New York City. In 2012, the company was ranked No. 22 world-wide on Engineering News Record’s (ENR’s) Top 400 Contractors List. The Structure Tone organization includes Structure Tone, Inc.; Structure Tone Southwest, Inc.; Structure Tone (UK), Inc.; Pavarini Construction Co., Inc.; Pavarini McGovern, LLC; and L.F. Driscoll Company, LLC. These companies collectively employ over 1,450 professionals and have offices throughout the US, England, Ireland and Asia.

A dynamic and creative leader, Jim personifies the entrepreneurial spirit that is a hallmark of Structure Tone. He plays a key leadership role in setting the strategic direction of his global organization and has spearheaded innovation within the organization to both better serve his clients and provide an enhanced workplace for Structure Tone employees.

One of Jim’s passions is developing future leaders. He has championed the implementation of leadership development and training programs, including a proprietary, two-year Rotational Project Engineer program for entry level staff and the creation of Structure Tone University. Jim also leads Structure Tone’s involvement with Explorers, an affiliate organization of the Boy Scouts of America that focuses on introducing high school students to practical skills in our industry.

In addition to his zeal, Jim is infused with compassion. As chairman, he ensures the firm’s unwavering commitment to corporate social responsibility. Structure Tone supports over 100 charitable organizations throughout the US and abroad. The firm provides significant financial assistance as well as encourages personal participation from its employees.


Jim leads by example. He sits on the Board of Directors or is a committee member for United Way, Capuchin Food Pantries, Covenant House, The Cardinal’s Committee for Charity, Boy Scouts of America, St. Thomas Aquinas College, and the National Multiple Sclerosis Society. Jim was also recently honored with the Philanthropic Business Leader Award Inner-City Scholarship Fund (ICSF).

Jim is a graduate of Hofstra University with a bachelor’s degree in business administration and has completed the Columbia Business School Senior Executive Program (CSEP). Jim resides in Old Tappan, NJ with his wife and son.

Thomas Goemaat

Under Tom’s dynamic leadership, Shawmut has grown to a $650 million, 100% employee-owned firm. Throughout this expansion, Tom has continued to build a corporate culture that values long-term client satisfaction above all other goals.

He joined Shawmut in 1993 as a key member of the executive team at a pivotal time of corporate growth and strategic planning. He quickly demonstrated his versatility to address a wide range of construction issues and advanced through the executive ranks to the position of CEO in 2000.

He is recognized for his knowledge of the regional and national construction markets as well as his exceptional management skills. Chief among Tom’s goals is developing strategies to support the company’s growth. With Tom’s focus on building a rewarding, sustainable firm for its employees, Shawmut has been named to fourteen “Best Places to Work” lists since 2003.

Prior to joining Shawmut, Tom spent 17 years at Turner Construction serving first as Chief Purchasing Agent for the Boston office and then as Division Manager of Turner’s Special Projects Division in Boston. Tom earned a B.S. in Civil Engineering from Union College in Schenectady, New York.

Bassem Hamdy

Bassem Hamdy is Vice President for CMiC.  He is responsible for synchronizing and coordinating the global marketing activities for CMiC's five product lines, in addition to developing strategies and teams to drive sales to new market segments. Bassem joined CMiC in 1999 and prior to his appointment as CMO, served as vice president of solutions and marketing. He has wide ranging presentation experience, having spoken at conferences for FiaTech, World of Concrete, Collaborative Technologies, Ecobuild and the Association of General Contractors. Bassem has contributed articles on industry trends to ENR, CFMA Building for Profits and Construction Executive. Bassem holds a Bachelor of Commerce degree from McMaster University in Hamilton, Ontario.

Jeffrey Hoopes

Swinerton Incorporated

A 30-year veteran of the construction industry, Jeff Hoopes is president of Swinerton, which has been providing commercial construction services throughout the United States since 1888. After joining the ranks in 1984 as a project engineer, he quickly became a key player in Swinerton’s success and was instrumental in expanding its presence in Southern California. Today he oversees corporate business development and manages strategic and logistical planning for the 100% employee-owned company. He holds a BS in civil engineering from the University of California, Davis, and an MBA from Brigham Young University in Utah.

Hoopes is an active member of the building and civic communities of the San Francisco Bay Area and is affiliated with the Associated General Contractors of America, the City of Hope, and the Boy Scouts of America. He also serves on the boards of the Bay Area Council and the Trust for Public Land. An avid outdoorsman, he enjoys fly fishing and harvesting the natural bounty of Northern California with a family winemaking enterprise. He is currently pursuing a Certified Sustainable Forest Certification for his Humboldt County ranch.

Gary Tulacz has been the senior editor in charge of the ENR Top List surveys for 20 years. In addition to producing and writing about the various top lists published throughout the year, he frequently reports on business, management and legal issues for ENR.  He also created and runs the ENR Construction Industry Confidence Index.  Before coming to ENR, he reported on employee and labor relations issues and workplace safety and has written books on employee drug testing, sexual harassment and immigration issues. He is a graduate of Fordham College and Fordham University School of Law.
