With $131 billion allocated for construction-related spending, the 2009 Stimulus Package is the most important piece of legislation in the history of the A/E/C industry. McGraw-Hill Constructions' editorial staff is working hard gathering and tagging construction projects directly affected by this monumental event.

2 very important things to consider:

  • Shovel Ready projects are projects that have been identified as “potential candidates” for funding for the 2009 Stimulus Act.
  • ARRA Stimulus projects are projects that have been funded by the American Recovery and Reinvestment Act of 2009.

Below you will find information on how to search for and identify projects that are impacted by the 2009 Stimulus Act.

 

"Shovel Ready" projects

The Transportation and Infrastructure committee of the United States defines “Shovel Ready” as the following:

  • The project meets the normal eligibility requirements under the existing Federal highway, transit, or other grant program.
  • The project has completed all the necessary design work and right-of-way acquisition.
  • The project has completed all the environment reviews. If the project would result in significant environmental effects, the Federal agency must have issued an Environmental Impact Statement (EIS) Record of Decision determining that the project complies with environmental laws. As part of this environmental review process, project sponsors must have had public hearings to consider the transportation, environmental, community, and other effects of proposed projects. As part of the EIS Record of Decision, project sponsors must also have environmental mitigation ready to incorporate into the project design.
  • The project is on the State plan (“State Transportation Improvement Program”) and, if applicable, Metropolitan plan (“Transportation Improvement Program”).
  • The project is ready to be put out to bid, and contracts can be awarded and work underway within 90 days of enactment.

Searching for "Shovel Ready" projects

Searching for projects identified as “Shovel Ready” is best done as a keyword search.

To locate “Shovel Ready” projects:

Keyword searching for Shovel Ready projects
  1. Type shovel+ready in the Keyword(s) text field.

  2. Select Any Words from the Search using: dropdown.

    By default, the radio button for the Search specific project information: is selected and the corresponding dropdown is set for Entire Report, keep these settings as they are.

  3. If needed, scroll down to the Date Settings section and set the date back to the desired timeframe.

  4. Note: Shovel ready projects have only been available since January 1, 2009

    Note: You may also search for Shovel Ready projects by selecting Shovel Ready from the Special Conditions search criteria.

  5. Click the Search button.

  6. Click the name of any of the reports listed in the search results to open the project report
    The phrase Shovel Ready is highlighted under the Projection exception: heading.

 

American Recovery and Reinvestment Act Stimulus (ARRA) Projects

ARRA Stimulus projects are projects that have been funded by the American Recovery and Reinvestment Act of 2009. Any project in the Network identified as an “ARRA Stimulus ” project will have that term listed in the body of the report.

 

Searching for ARRA Stimulus Projects

Searching for projects identified as “ARRA Stimulus” is best done as a keyword search.

To locate “ARRA Stimulus” projects:

  1. Click the Projects tab, the Project Search window displays

  2. Type ARRA+Stimulus in the Keyword(s) text field.

  3. Select Phrase from the Search using: dropdown.
  4. By default, the radio button for the Search specific project information: is selected and the corresponding dropdown is set for Entire Report, keep these settings as they are.

  5. If needed, scroll down to the Date Settings section and set the date back to the desired timeframe.
