With both the public and private sectors struggling, Chicago’s construction market will follow the 2007’s 9% decline with a similar drop this year. In 2009, the weaker economic environment will force starts to decline by a more pronounced 25% to $13.7 billion. Residential building, accounting for nearly one-quarter of 2008 construction is placing a serious drag on growth as large losses in both the single and multifamily sectors weaken activity. The value of residential starts will decline 51% in 2008, but will then be followed by a modest 3% gain in 2009 to $4.5 billion.
