REQUEST FOR QUALIFICATIONS (RFQ)

FOR

DC CLEAN RIVERS PROJECT

DESIGN AND CONSTRUCTION (DESIGN-BUILD) SERVICES

CONTRACT NO. 120230 – FIRST STREET TUNNEL

 

The District of Columbia Water and Sewer Authority (DC Water) requests the submittal of a Statement of Qualifications (SOQ) for design-build services in connection with the First Street Tunnel (FST), a part of the DC Clean Rivers Project (DCCR) for control of Combined Sewer Overflows (CSO) to the Anacostia River.  Detailed information on the scope of work, procurement process, required content of the SOQ, submittal requirements, and evaluation process are contained in the Request for Qualifications (RFQ) document. Firms wishing to submit SOQ’s should contact Ms. Kimberly Isom by e-mail at kimberly.isom@dcwater.com to obtain the RFQ document. Requests must refer to Contract No. 120230.

 

The construction for the FST contract includes, but is not limited to, the following: A large diameter tunnel excavated in soft ground, four shafts, three adit connections, three diversion structures, one inlet structure, internal hydraulic structures, passive odor control system, utility relocations and a pumping station. The tunnel is 18-feet minimum diameter (inside), 2,800 feet (±) long, and ranges in depth from 160 feet to 80 feet (±). The four shafts range from 20 to 55 feet (±) in diameter (inside) with invert depths ranging from 100 feet to 160 feet (±) below the ground surface. The three adits range from 20 to 400 feet (±) in length and are 6.5 to 10 feet in diameter (inside). The invert depths for the diversion structures are 25 to 35 feet (±) below the ground surface. The construction also includes the start-up of the tunnel system north of Rhode Island Avenue and coordination with the tunnel pumping station. 

 

After review of the SOQ’s received, DC Water will shortlist a maximum of three teams in accordance with the evaluation criteria listed in the RFQ. DC Water will then provide a Request for Proposals (RFP) package to the shortlisted firms, who will be invited to submit a proposal. Selection of the Design-Builder will be based upon both technical and price elements in accordance with the selection criteria specified in the RFP.

 

The contract resulting from the RFP will be subject to Fair Share Objectives for Minority and Women Business Enterprises (MBE and WBE). MBE and WBE objectives for professional services are 28 percent and 4 percent, respectively. MBE and WBE objectives for construction services are 32 percent and 6 percent, respectively. The program requirements are fully defined in the U.S. EPA’s Participation by Disadvantaged Business Enterprises in Procurement Under EPA Financial Assistance Agreements – May 25, 2008.

 

No pre-SOQ meeting will be held for the FST contract. SOQs will be accepted until February 27, 2013 at 4:00 p.m. local time by DC Water’s Kimberly Isom located on the 2nd floor of the Central Maintenance Facility (CMF) at the Blue Plains Advanced Wastewater Treatment Plant, 5000 Overlook Ave SW, Washington, DC 20032. Persons submitting SOQs must obtain a visitor’s pass at the security building located at the plant’s entrance. Please allow 30 to 60 minutes to complete this process. Parking will be available in designated areas.
