Design-Build Project Announcement

Miami Dade Water and Sewer Department announces an upcoming design-build project to replace the existing 54-inch force main (FM) from the Virginia Key Central District Wastewater Treatment Plant under Biscayne Bay Norris Cut to Fisher Island, Florida with a new 60-inch replacement FM.  Major project elements include:

• Approximately 5,200 linear feet of tunnel boring with precast segmental liners capable of accommodating a 60-inch internal diameter carrier pipeline
• Approximately 2,500 linear feet of open cut construction to install a 60-inch diameter pipe.

The estimated project value is $60 to $80 million.  Procurement selection of the Design-Builder will be via a two-step “best value” process that considers both non-price and price factors.  Step one will require a Statement of Qualifications submittal from each interested Design-Builder team to establish a shortlist of the most qualified proposers (“shortlisted proposers”).  Step two, will require a technical and price proposal from each shortlisted proposer based on a Design Criteria Document for evaluation and final selection of the Design-Builder.

Advertisement of step one for the project is planned for February, 2013.
